The Arbiters seem to have a limit to their healing factor, like when Hanz got diced earlier. I'm pretty sure losing 70% of your body mass and getting half-ground into pie crust isn't gonna lead to a smooth regeneration.

Still talking doesn't imply alive in this case as we are dealing with inhuman flesh abominations, iirc the decapitation was the point they said the attack was fatal which matches here as Zugel's entire upper body is being ripped off and their lower body likely consumed by Gretal leaving no avenue to rejoin their parts.

This is just like the Thunder Temple all over again when Pit was falling for Phosphora’s taunts even though she’s working to exterminate all humans. Only difference is I don’t think either Nudel or Zukar have a reason to buddy up with Gretal and Fris later on.
