I imagine it's an issue on your end. Are you watching this page on your PC? or on a mobile device? if it's the latter, you may need to download the file to visualize the PDF

I'm on my iPad. I have the little download thing open, but it says to open it in iBook.

Have not used that device, it may be needed to use that app for Apple devices
