She looks like a recolor of sombra from overwatch.
Perhaps a reference? And inspiration? Coincidence?

Probably coincidence. You would have to ask Mesa, he owns Cleo. But apart from the slightly cartoonized eye and the undercut haircut, That's the only similarity I see, although I haven't looked at overwatch or Sombra in years
