Scout-Goddess Xiomara was often the only Goddess collecting tributes from eastern tribes, and as such, could change the rules without problem. Typically, a tribe would have to offer two, maybe three at a time. How the came to have such tributes was of little concern to those who collected. It could be their own kin, or, more often kidnapped travellers. Mercifully the collection was rare enough.

Penalty for failing to offer adequate tribute wasn't usually too bad, it depends on who was doing the collection that season. Sometimes it was a stern telling off, collection of other goods the tribe might have, but with Xiomara, it was usually dire. Her region struggled with her increased demand too.

Basically, she had to return with something of worth, and not the entire offering. Figuring this out, she demanded the tribute be doubled per season, from two to four people. This means that she could still return home with two for the city... but keep two to herself!

Depending on the distance, she'd either keep the two extra hidden until she was safe, then discretely added to her fortune. If it was too far, then she'd simply consume them on the spot. Not even bothering to untie them, she'd get down and lift them off of the offering pole with her mouth, then swallow them down to a grim fate in her belly.

The remaining pair are then lifted gently from the poles, and threatened repeatedly to not speak of what happened. The loud, threatening voice, paired with being squeezed in a fist for a few hours, usually broke most of them, making them ideal tribute to be circulated into the city's economy.
