Some of the Pokemon in EvCo's VIP wing are a little harder to feed than others, needing to exercise their predator drive in order to feed. Luckily, Guinny is happy to volunteer as willing prey for Demon the Houndoom! Just look at that smile!

I really wish they would retcon the fact that the feeling and pain of hound doing his bite never goes away

I subscribe to the idea that the Pokedex entries aren't actually reliable, considering they were mostly written by kids. A Houndoom bite probably does hurt, but it probably doesn't last FOREVER.

Otherwise, Houndoom would probably be treated like IRL pitbulls.
