asking my Professional Pixel Friend Guy it's "dithering," though here it's a bit cheaty with flipnote's brushes cause its not like i was manually drawing each of these pixel patterns lol
could compare it to other shading like "hatching" where you draw like, a bunch of thin lines to create the illusion of shading without needing to draw the entire thing a darker color. theres a lot of ways you could approach that in and out of pixelart type deals
