After Lucy failed to heed Maximus' warning about the raiders, they were ambushed by them. For Lucy's bad or good luck, her life did not end there after a struggle and she was devoured on the bridge. It now sits in a heated chamber as it slowly burns.

I saw a theory that this character was the same merchant from Fallout 4.
