When a kobold goes from living in caves or dungeons with their clan, to moving into the big city, there's a bit of an adjustment! For example, they have to learn that just grabbing someone and eating them is typically frowned upon. BUT, if they AGREE to being eaten, well... that's fine then! Right?
It's a simplistic view of things, but kobolds are often simplistic creatures. He doesn't see any problem with it, so he doesn't act like there's anything wrong with asking! And that bright, cheery attitude can be a bit disarming; you might not understand what they're asking, or you might want to be gentle and let them down easy.
Still though, it's important to give a firm, clear 'No'- or else the kobold, eager to eat you and not understanding some of the nuances of 'proper' society, might misunderstand you... and will NOT be giving you the chance to explain yourself.
