Its all based on strength the dagger user could be stronger then the greatsword user many anime and tv shows have done this if the dagger user is stronger then the gs user then blocking the attack would be easy.

Firrrrst...It's Skyrim, you can block that way, and Skyrim is far from realistic. :P
Second: I'm not sure if it's not 100% impossible to block greatsword with double knives, I'm sure you can do that against longsword or any blade lighter than that.
