Lords to visit in order of importance: A, C, B. The Piracy issue seems to most time crucial as the more time that goes by the harder it will be to find and eliminate. Finding allies should be the next point of interest as we are going to need help politically. I put Science Lord last as that is the only one that doesn't feel like it has a hard deadline. Tho that portal is incredibly tempting, if only for our pets convenience.
As for the side ques*AHEM!* Excuse me, our other obligations. I think B, A, C, D is acceptable. Upholding the law could raise public opinion of Kolo. Even more so if the illegitimate holdings are redistributed to the people. The female guild is next as... yum. That is all. I value going after the people dropping humans down those pits higher but actively targeting them would likely anger the other lords and should be saved for when we have more support. And Lavona and Abria can wait their turn, Kolo is working on a full tummy already. Mostly. ;)

For Lords: A and very distantly C and B. A is actually interesting because Kollo becoming a pirate hunter sounds completely hilarious, plus I think you mentioned something about mermaids that way, and Kollo having a pet mermaid swimminig arouund inside of him sounds amusing. Honestly I don't find the C plot very interesting, and I doubt Kollo would be at all interested in being studied. The portal is tempting though, so that might push B into something he'd be interested in.
For side quests I expect Kollo would go with B first since that's free stuff for his pets and food for him. A would also be a decently high priority just for the extra income. C I'm not sure if there's really any reason for Kollo to stop, that's a free source of people for him.

And there's no reason NOT to visit the 'mostly female' adventurers guild to begin negotiations. "A" again!
