Was gonna color this and add a part two but alas, work is hitting me hard so I'll post what i have. This is a theme I been using where hex maniacs have over populated the world and they been trying everything they can to lower their numbers, including legally marking them as very, very, cheap pokemon chow. Unfortunately we all know how people like hex maniac, so even still the populations a tad too large.
