I just realized there might be two different Waffles here. Notice this one has the checker pattern on her thighs and ass, but if memory serves in previous pages she was all pitch black....

Waffle, don’t think I don’t see your game. You want her talents, which means nurturing them and letting her grow. You don’t know exactly what she has learned yet so facing her head on might not be quite as wise, so instead you’ll let her keep learning until you’re sure you can use her. At least that’s my current assumption as to your plan.

My theory I think some kind of Cosmic Entity ate the whole planet, and the Decay is that entity digesting the planet.
So Waffle, learning this, is consuming the planet too, but also keeping certain people alive, and functionally immortal. The entirety of the Ingestion (and those she’s chosen to transform) are just parts of Waffle’s body now.
I think once she consumes the whole planet, she might attempt to escape this Cosmic Entity’s stomach.
So of course, to help that goal, she fosters any talent she can find. We saw in Devotion that she’s not totally heartless, and grants massive boons to those who can master the arts. So, confident in her power, she’s betting Jasper will join with her as well.
But Jaspers powers are so different than Waffle’s... I don’t know if she’ll fight or join Waffle. They only have a few pages where they’re shown to have a rapport, and Modeseven might have come up with a better idea of Thier relationship over the years (I know I do that all the time in my writing lol)

Waffle wants her to survive..
Perhaps I was right.. This witch wants to see if she is capable of mastering the arts they themselves don't understand. This warped consumption world could all be something they them selves don't even want and are forced to live in because of a huge accident. I can only imagine the hellish nightmare that occurred when it all happened. Either they all became horrific vore creatures instantly with warped minds at the start...
Or... something much worse... Everyone in the town has remained themself mentally... In which case, those with strong powers they have learned to control are taking advantage of all the other residents. Obey or be devoured for this is life now!
