Their technology being banned for the sake of the medical industry doesn't really seem to make sense in first world countries outside of America they don't really have medical industries the same way with their socialised healthcare
The worry was was if free clinics existed anywhere, people would move heaven and earth to get to them. Various countries agitated for a treaty amendment and a compromise was reached to greatly increase help to poorer countries in return for restricting advanced medical care. resources were available to do this as military and energy expenditures are way down thanks to other Commonwealth help.
