Behind the curtain, all bets are off.
Vera is used to getting her way. Between her charm, her wealth, and her perseverance, there isn't a thrill she hasn't pursued, or a risk she hasn't taken. So when she is turned away from the VIP area during a night of drinking and casino-hopping, she knows she has to get in on that action.
