For whatever reason my brain decided to dedicate one of my highest effort pieces yet to a 90s Flash villain who appeared for a grand total of like 6 pages.

I have to wonder if this will end up with lasting consequences…but Dc time travel is a little inconsistent with how and if things ripple out.
