Trains often have remnants of old commuters who dared to take the risk of public transportation without proper measures. When you are in poverty you have no choice but to live alongside the Colossals the best you can. There are preventative measures in place to protect you from them. However, it is temporary. Isn't that always the way? Got no choice but live in an environment where getting to live another day isn't guaranteed and it still comes as a shock to be suddenly devoured alive.

I'm assuming the rich don't have to deal with this nearly as often. There's probably some Colossals who would target the rich because of the extra challenge.
