That is Miss Valentine. But she is the user of the Kilo Kilo fruit that allows her to change her weight from 1 to 10000 kilos.
The Ton Ton fruit belongs to Machvise, it's a superior version of the Kilo Kilo since it you can reach higher body weight. However, it is unclear whether it allows the user to lighten their body, as the power of the fruit supposedly works in metric tons.

Kilo-Kilo probably works better, I just assumed it worked the same because Machvise flies around like he's fucking made of paper

Yeah, that's why I said it is unclear. They are the same type of fruit so it wouldn't be weird if it also allowed the user to become feather-like.
But it could also be Oda being inconsistent. In that same arc we also had Pica's colossus falling down the sky in what felt like slow motion. :P
