The "reformation" trigger seems to occur at the moment of death and Rule 9 exists on the Friendly Beach to avoid any shenanigans that anyone might think up involving a 100% perfect, but dead, copy of themselves.

Jeff is the least predatory of the three anthros on the beach but even he eats people and rule 4 applies here as well. "Your right to complain about the situation you got yourself into ends with the burp or when you let that otter climb on top of you."

This one beach does. The whole thing started because I did a strip where a volleyball player got eaten and no one cared. The only reasonable explanation was that they knew he'd be fine. That led to a whole series of stories set at this one beach.
