They both seem to be struggling to make their intentions clear to each other (and themselves) but at least they both seem to know what the look in panel 5 means.

They were already being intimate with fondling each other, but they wanted to do the other parts of intimacy to affirm it.

My interpretation was more along the lines of "We said we were drawing this line because of intimacy reasons, but now we both want to cross it. Is that because we want intimacy from each other or just because there are fun times to be had on the other side of the line?"
Basically, they were already good friends who love each other. There is an important difference between "love each other" and "IN love WITH each other," but that difference has nearly been erased by the discovery that they're both extremely sexually compatible. Now they're struggling to define where they stand.
That's just my interpretation, though.
