Well, over on another site, I have an interactive - The Reptilian Chronicles, where Lizardfolk live alongside Humans, and they can indeed eat humans, but, there's a few things, like a Strict Quota, of 12 that are classified as Eligible Prey (that's most folk), 0 Ineligible Prey are allowed to be claimed (Basically, don't even try to eat them, for the most part), Unlimited amount of Legal Prey (Criminals under a Death Sentence), and Unlimited amount of Hospital Food (Cancer victims and such). There are other rules to think on though. https://www.writing.com/main/interactive-story/item_id/1891761-The-Reptilian-Chronicles

Personally, I'm more into non-fatal vore, werein the prey is brought back up or goes for the full tour, or there's a reformation technology/magic thing in effect.
As for Fatal, that's more for things like Mercy Kills (like the Prey has Stage 4 Brain cancer or whatever), or if the Prey is someone under a Death Sentence, like criminals whose crimes would warrant such a thing.
As it is, I've subscribed to a few of those fellas already.
