In my opinion cutting the threads of life and deciding how every person's life is going to go and end does mean "control which die". Yeah, you can make a point that Thanatos actually sends the soul, but since he wouldn't do that without decision of Fates, I still consider them being in charge od death. Side note: Hermes collects souls as well.

I can see Hades being like "Hey, so we had a new arrival here yesterday, and the Fates are telling me he wasn't supposed to kick it just yet. Also he keeps asking after you, and it's getting really weird and awkward, so I'm just gonna drop him off with you and hope everything just works itself out. Bye!"
