Does a wicked level also indicate the witches power level?

Strictly speaking, no. For ratings 0-3, power doesn't really factor into it since they're "good" anyway. For 4-10 though, there may be some correlation. The more powerful a witch is, the more potential they have to do harm, which is taken into consideration for the rating.
