The only time anyone is ever completely safe from being eaten is when they are alone.
With two people alone in one area, the odds of one eating the other are high, as there is no reason not to, and in fact it stops them from eating you.
Three people is actually almost as safe as just one. The reason being is that as soon as one person eats one of the other two, it becomes just two people alone again, and now one of them is weighed down by a stomach filled with another person. Knowing how vulnerable that would leave them, very few people would ever eat another in that situation, even if they trusted the third person. Two people in one makes a very tempting target.
Larger groups of people tend to be safe for the same reason, though in very large crowds its entirely possible someone will swallow someone else and hope to either not be noticed or to be ignored for the same reasons as why eating someone with a third person is inadvisable.
Lambda is doing a good job of demonstrating rule two here.

I'd love to see you explore these other situations ;3 three-people turn into a matryoshka doll of vore, or a picture of someone trying to stealthy eat her meal in an alleyway~

She could also very well eat 50 people at once... if she wanted/needed to. XD
