"Starving artist" is a term form an artist suffering through financial difficulties. The term is being used as a pun in this case, using the more literal definition of the word "starving".
Very fun picture though. I like it!

Not to be a grammer Nazi, but "Oui" is "Yes" in English, and "Was The Dog Tasty?" is how you would put together that seccond to last sentance.

Ok. I will freely admit to not being a Brony, and having only ever seen the first two episodes, but I'm fairly sure that in the English version of the show, she is not supposed to be French.

I just went to her INSANELY MASSIVE Wiki Page, and I used Word Search to find French and only came up with her French Voice Actor.
American English is a kind of Frankenstein Language, it takes tons of words from other languages and incorperates them. You might have just heard a French word that is commonly used in America English.
