That's miss Yukari from Azumanga Daioh. She's making one of her students, Tomo, into a sandwich.

Yep, with Tomo as the meat of her Teacher's sandwich. I'm pretty sure Tomo is just starting to realize that Miss Yukari doesn't quite have Tomo's best interests in mind at the moment.
