The Vault that Lucy is in's experiment is on seeing the effects of people being forced into enclosed spaces. Most of the people in the vault are rather small. A few, like Lucy, are quite large. This leads to... things occurring.

Funnily enough, I can imagine that totally being something Vault-Tec would do; spaceships are cramped after all.
Although considering how Vault-Tec would do things, you'd have a small vault full of large people and a large vault full of small people...
