They're made purely out of firm, but jiggly mind-interface gel, part of her creator's Mind-Jack system. When either using her breasts, or a tail attachment tipped in the gel, Ai can smoosh the gel down over an organic being's head and directly interface with their mind (and/or possibly soul). When this happens, she can do a number of things. Browsing (mind reading), admin controls (mind control), editing (changing memories/personalities), deleting (removing parts of their mind) or net work linking (using their mind as extra processing power for her own).

It's a rather useful feature for someone like her, and she's quite glad that her creator gave it to her~
