Who goes up against a psychic-type gym leader without a Sableye in their party?

Oh, there was. The main problem for all these trainers was since they were expecting Double Battles they thought they could get away with pure offense and pure defense teams. Since Sableye is more defensive the trainer(s) with one didn't have any attacking moves on it lol
