It's a pseudo pokemon/minigame areas were you can spend the collectibles you accumulate while playing the main missions.

The funny thing is your Chao's would (similarly to the above comic) actually take on the appearance of the character you used most often to interact with them in the garden. Just not with such a direct method, though I do like this idea very much. ^^
