There are a number of so-called "Friendly beaches" in the Stregaverse where people go to have sex with the unusually friendly animals. (Thus the name). There's even one where people reform for unknown reasons. That's where Beachcomber the otter gets citations for public sex, but not for eating his cheetah girlfriend. It's also where the One Thing Leads To Another strip happens, which is why everyone is so casual about a volleyball player getting eaten.

Away from the reforming beach, some local critters take advantage of people's trusting natures to score meals as well as sex, and that's just what Clever Boy is doing here. The authorities are not OK with this, and if he keeps being indiscreet he'll end up wearing a non-stretchy collar at the very least.

I mean, at least take it under the pier where fewer people will see it man, jeez.
