Every 6477 years, the planet of Irrikkan finds its resources strained greatly by overpopulation. Thus, it is a sacred tradition to gather a large portion of the population into "ark cities," which are then lifted through the sky by ancient magical rites and launched to the stars. To avoid running out of resources themselves while their home planet heals, the ark fleet must find a new planet to call home within 200 years after the beginning of their journey.
It is this tradition that both allows the planet of Irrikkan to endure through all the trials and tribulations that civilization brings, but also allows the Irrikanites to spread their civilization throughout the galaxy over time.
And as an added "F**K you" the Flood tricks their exodus into landing in Felarya. Felarya proceeds to devour their dreams of recovery, and fate craps out the Vishmitals as what is left while the Flood look from a dimensionally safe distance and ROTFLMAO for all of eternity.
