Yes, they put curses on people that anger them, like touch their tails without permission. Of course, this also means they can just make up excuses to curse people as well.

Suprised she turned him into an eevee with the way she was looking i thought she would make him a vulpix and force adopt him. Or her since vulpix are a mostly female species.
