Little confused by this comment. Dictionary refers to it as:
an·ar·chy
noun
1.
a state of society without government or law.
2.
political and social disorder due to the absence of governmental control: The death of the king was followed by a year of anarchy. Synonyms: lawlessness, disruption, turmoil.
3.
anarchism ( def 1 ) .
4.
lack of obedience to an authority; insubordination: the anarchy of his rebellious teenage years.
5.
confusion and disorder: Intellectual and moral anarchy followed his loss of faith. It was impossible to find the book I was looking for in the anarchy of his bookshelves. Synonyms: chaos, disruption, turbulence; license; disorganization, disintegration.
Number 4 there seems to work perfectly for this panel.
And number 2 specifically calls it a synonym of Lawlessness.

Those are meanings that were forced upon it by gorvernments and rulers at a later time, the only real meaning it has is the first half of the first definition.
It is a society without government, Specifically without Leaders. Anarchy. Made up of the Latin words An, and Archy. An=No Archy=Leaders. No Leaders.
The concept that man can govern him self without leaders or government, has of course always intimidated governemnt, so there has been a campaign over many many years to skew the perception of the word, and make it in some way an undesireable concept. They try and make it synonomous with CHAOS.
Like I said. Geting bent out of shape about this always makes me feel like an old man shaking his cane about the way things should be, and the true meaning of things. Honestly they way you have it is funny. It wouldn't be near as spontanieous or impulsive if you used any other word... But it still irks me.

Language is just a constantly evolving thing. That's all. Internet culture is ruining a lot of that, but Anarchy has had this meaning for as long as I've known, so. ::Shrug::

That is absolutely true. Language does evolve, but don't you find it a bit insidious, that chaos was not a meaning the word grew to have, but was instead forced to have.
It is litterally the government trying to force you to see no other options or alternatives to it.
It's a form of brain washing, and I for one find it utterly terrifyingy to see those in power subtly removing concepts from our minds.
I probably sound like I'm right out of "1984".

Anarchy has never stopped meaning No Leader, it just has more meanings as an extension of that. Said as a form of rebellion against the government, requesting 'no leader', is just a branch of that. You can similarly stretch that to rebellion of the law. Which is how it's being used in this case. 'Leaders' make the 'Law', so to rebel against the 'Law' you can go straight to the source by demanding 'No Leader'.
It's just a perception thing, I guess.

Anarchy doesn't mean Rebelion.
It is a Political system, that believes the most just, fair, and safe system is one that does not possess leaders.
Changing the meaning of the word to resemble chaos, forces the implication that, if we were not ruled by government we would turn into lawless, moraless, savages.
The concepts of Anarchy and Brainwashing are as old as the Greeks. It is a fairly longstanding perversion of the term.
