It is actually possible for Gardevoir to use Swallow!

Gardevoir can learn Mimic via Move Tutor in Gen 3. This lets them copy and use Swallow... although it'll fail without Stockpile.

HOWEVER! Gardevoir can also learn Snatch via TM or Move Tutor in any generation. Snatch can steal both Stockpile and Swallow, and not only that, but it can steal Swallow even without having any Stockpile layers.

So it can't learn it directly or permanently, but it can absolutely use it, as long as it learned it from someone else. But the question now is who...

Third generation brings back a lot of good memories, man. Bike-bouncing to so many secret bases. Does your original cartridge still work or did you get a ROM? The internal clock in the originals degrades over time and eventually it just gets stuck on a single day of the week.
