I don't think so.
It's not even a good joke, just insulting. It devalues the experiences and hardships I and people who've had it worse made and endured. I am more than an insult you can throw at people. Especially because it's not a choice.

I don't even care when you make jokes like that in private, but when you put them on display their gonna get called out.

I am not sure if this makes it any better or not, but it definitely wasn't a situation of Eka harassing an autistic person. It was someone using the term flippantly to describe themselves and excuse their breaking of the rules.

The context of the original quote was someone spamming the ETA discord because global/custom emotes were temporarily disabled in the text channels. They were asked to stop and then they said "sorry I can't help it i'm autistic so i can't stop until i can use custom emotes" to which eka replied with the above quote

You're throwing the word triggered around because, like everyone else who's used the word incorrectly for the past few years, want to feel like there is irrationality in what the opposition is saying. You can't sit here and say the comedic value of calling another person autistic as a non sequitur joke is subjective just to get out of the question. Don't buddy up in the comments about people being mad just to discredit what's being said. I didn't get into this conversation because I'm mad about the image, I originally was just going to say "yikes" and call it a day because I had no context to this. I got into this because people like you who act like any concern about a joke is an anger attack. Now that I know what the context is though, I have a different question.
