I think I can finally answer this. From whwt I know in the lore of the game monsters cannot digest actual food. The food they make is magical, absorbing into the body completely. Ergo, toriel cannot digest frisk, so it can only be safe. Now letti g him out again.............. yeah I don't think she would easily. She'd probably just make her belly his new home, warm and squishy and safe.
