As a (mostly) retired pred who lives in polite society, Fastpaw only gets to eat people occasionally. Try to rob the orphanage he runs, for example, and if you're small enough for him to swallow you'll get a nice if temporary raccoon-fur coat.
The Lord Maker has also had so many complaints about kender, a smallish race with an inbuilt lack of sense of "That thing belongs to someone else", that Fastpaw has blanket permission to eat any of them he encounters. He's eaten so many that his grape arbor is made out of hoopaks (the kender staff/sling shot weapon seen here).
As a charismatic individual, he usually manages this with the hoary old "Could you see what's stuck in my teeth" trick. Any kender who tries to help him out learns how untrustworthy he is in this sort of circumstance.
This sort of trick only works once on any given person, but it's hard to learn from your mistake when the result of your trust is a sudden trip down the gullet of a hungry raccoon.

Dragonlance. The writers of that series didn't like hobbits/halflings and replaced them with a really annoying race of tiny kleptomaniacs.

Kender max out around 4 feet tall and many are as little as three feet tall. At 5 feet tall Fastpaw towers over most of them and many a kender has discovered that trusting the (to them) large but seemingly friendly praka ends up with them hearing a burp from the inside of the predator that just swallowed them. Powerful adventurers are outside of his prey range but quite a few just-starting-out kender wanderers find their career ending in a trip through a raccoon's guts. 83
