I'm one of the few outliers on the net who does not think that Whitney is a hard boss. There's a lot of counters to her team, the most obvious (and overlooked) is to catch a Drowzee, do an in-game trade for an early Machop, and then sweep her gym with it. Or in the remakes, catch a Heracross, get it to level 17 so it learns Brick Break, and watch as everything around it dies in one hit.

Clair, on the other hand, I think is legitimately hard. Game Freak severely underestimated how strong a Water/Dragon typing is even with only decent at best stats, especially when Dragon Pokemon and good moves can't be obtained until after you beat her. Outside of trading, only Twister is available to you, and it's on Gyarados, who has terrible special attack on top of that. Because of this, there's really not much you can do against her Kingdra other than brute force your way through. Even without Kingdra, the rest of her team is no slouch either, and forgetting to account for them can lead to disastrous results, especially on a Nuzlocke run.

I really don't understand why Whitney is the one everyone talks about when there's such a simple and easy solution to beating her, whereas Clair actually requires a good deal of planning and quite a bit of luck.

Not sure about that anymore. Turns out Alola has such a massive amount of characters to draw that I've been thinking of drawing them sporadically between the other remaining regions to avoid burning out.
